Windows Mail stripping all attachments

I have a new computer with which I am not able to receive any
attachments with Windows Mail. Under tools, I have deactivated "Read
all message in plain text", "Do not allow attachments to be saved or
opened that could potentially be a virus" and "Block images and other
external content in HTML e-mail". I have also uninstalled my Security
software and turned off all Windows security.
When I send a message with an attachment to my work computer and copy
it to myself, I receive the attachment from the copied message.
However, when I forward the message from my work computer back to myself
the attachment is stripped. I have sent the same message to a friend
who has the same operating system and almost the same computer (however
the cpu model is different) and he is able to receive the attachments
using Windows Mail.
Any suggestions?
