What you describe is not uncommon for an email
that has been forwarded. So it depends on how
the original was made up and who it was sent to.
Somewhere along the line probably somebody had
text only format email that did not allow embedded
pictures, so they would automatically be attached.
Then it was forwarded again, etc;
