What strikes me as particlaly weird is that it will send the

I tried downloading the program that I saw you and others suggest

other posts. When I tried to install it the process would run for
awhile, then I got an error message saying it had not been
installed.

Actually I have two problems

For background, I use Windows Mail for two email accounts (one
business, one personal)

Yesterday hitting send on an email starting resulting in the
email
being placed in my outbox. I then have to hit the send/receive
to
actually send the email. I have seen this issue addressed
elsewhere
on the site but have yet to correct it I disabled my antivirus
email
settings to no effect).

That was working until a few hours ago. Now it will only send
mail
from my business account. Email from my personal account stays
in
the
outbox. However, I still receive email others send to my
personal
account.

Any ideas?
