Tools, Safety Options, Security, uncheck "Block images..." and also
uncheck "Do not allow attachments..."

make sure "Send pictures with messages" is checked.

I get this same problem even sending emails I've not - knowingly - attached
anything to!
I just replied to an email from someone, wrote my text, hit sent, and again
I get "one or more pictures.... blah blah blah...."
I gues this is a software problem with windows mail.
