I don't know how to make this any plainer.
Windows Mail is buggy. Microsoft dropped all development of Windows Mail
since about October 2006. There will be no more fixes forthcoming.
Microsoft has designated Windows Live Mail as the replacement program.
Either accept Windows Mail for what it is, or else move on.
