1. NEVER run two different firewalls at the same time.
2. If your Antivirus package is setup to scan email, uninstall it, then do a custom re-install and tell the installer to NOT install any email scanning features whatsoever.
3. If messages are still stuck in the Outbox, this fix may help. It works for all folders, not just the Outbox:
Messages may be stuck in the Outbox when you use Windows Mail on a computer that is running Windows Vista

I am currently unable to send messages in my windows email outbox. I can
receive emails but just not send. I installed a windows vista update package
on my computer and I think it has something to do with my antivirus firewall
and the windows vista firewall. Anyone else experiencing a similar issue???
