Yes, you can send messages to anyone who has email service of any
type. Also, you can receive messages from anywhere, regardless of
which email service or client sent it.
However, you cannot set up a free Hotmail account in Windows Mail,
which means you can't send from a Hotmail account.

Windows Mail doesn't do Hotmail.
You will need to upgrade to Windows Live Mail:
