Is this a HTML email that you are viewing as HTML (not plain text)?
Are you sure the picture is in fact included? What is the file size
of the message? Any message less than 10K file size probably has
no image included.
Also look at the raw source code (Ctrl+F3): do you see a big mass of
random characters?

The preview pane shows a red x where there should be a picture. No warning.
line appears about any blocked email.
In Tools, Options, Security, Download Images is unchecked.
I also turned off anti virus scanning in my Norton Internet Security.
What do I need to do to see the images and links?
