I keep getting the message:

Anyone have any ideas on what it could be? I have refreshed the folder
list
in windows mail by hitting F5, if that's even what it's talking about,
but I
cannot figure out what I'm doing wrong.

We're short of IMAP experts in this newsgroup, so expect a longer wait for
a useful answer than usual. If you have access to some other newsgroups
server, you might want to ask in another newsgroup there:

comp.mail.imap

Be sure to mention that you're seeing the problem in Windows Mail
under Vista, since they probably cover other email programs and
operating systems as well.
