McAfee is incompatible with Windows Vista, you need to remove it and replace
it with a product that is compatible. Make sure the uninstall of McAfee is
followed up by using their debris removal tool. Both McAfee and Norton leave
a lot of crud behind when you uninstall them:

How to uninstall or reinstall supported McAfee consumer products using the
McAfee Consumer Products Removal tool (MCPR.exe)

Compatible products include Avast!, AVG, and NOD32. Even with these
products, you must NOT install their email scanning modules as NO email
scanners are compatible with Vista. You do not need email scanning anyway,
it is redundant, it does nothing but cause problems, and your system is
fully protected without it, provided you keep the file system scanner up to
date.

I have the same problem I keep seeing here. Error message 0x800CCC0F
I run McAfee antivirus.
I have two PC's, a laptop and a desktop. Both run Windows Vista/Mail and
both are set up identically. The desktop works properly but the laptop
hasn't been able to send mail sent we put in the Vista updates on
06/13/08.
We use a wirelss router for service and have the same email account on
both
pc's. The laptop is a Toshiba.
