What happens if you do not try and install the driver during the install?

The installation stopped in the "Installing updates" phase with error message "Windows could not set the offline locale information Errorcode 0x80FF0000"
This was a completely new install on a new disk from a retail Vista Ultimate SP1 DVD. The ONLY odd thing I did along the way was to use an Nvidia MCP73 AHCI driver from a USB key.
Any suggestions?
