Could you please tell us where you learned this bit of wisdom?
It obviously is wrong because I regularly shut down and boot up with
multiple USB flash drives in place. No problem.
If you have experienced a problem with this, please furnish details (make
and model of computer, or motherboard if you built it yourself; make and
model of thumb drive; which version of Windows or Vista; how many hard
drives and other devices show up in Disk Management?).

I have a PNY 16g thumb drive with both my msoffice and vista cd's copied
to it and a few other things. When I boot, the drive isn't recognized and
doesn't turn on. If I pull it out and put it back in while vista is
running it lights up and everything is fine.
Vista home premium 2g mem.
