startup programs

hello,

I'm trying to check & modify the progs that run at startup. I go to control panel / change startup programs. I get a message that windows defender is turned off, and I can get no further unless I turn it back on.

Defender is off because I have Norton. I don't particularly want to have to to turn it on.

Advice please ?
