Run Disk Cleanup, a part of Windows. It will do both of the above.

With rare exceptions, cleaning up what you call "excess files" will
not make the computer run better. It will just save you some disk
space.

My recommendation is to stay far away from third party programs that
purport to make your computer run better, whether by deleting files or
doing anything else. They are unlikely to improve anything and may
well get you into serious trouble.
