Mine is doing the same thing. I can't even get "all programs" to list
without it scrolling to the bottom, and this can be after a fresh reboot
without having done any browsing with any browser, and I use several, so
I don't think browsing has anything to do with it. What else it does,
though, is that drop-down lists on web pages only flicker for a second
or so and I am unable to choose anything. But it's not just web pages: I was unable to install a program (PhotoStudio) in any language but
Swedish. I then tried system restore, which didn't work. Then I
accidentally discovered that pressing the shift key while scrolling will
allow normal scrolling; that sometimes fixes it for a while. The
control key can also be used to slow down the scrolling. Neither of
these fixes it properly, but it is a work-around. I was able to install
PhotoStudio in English, thank the Lord, by pressing the shift key while
I selected my language. In my case, the touchpad is disabled since I use
a wireless mouse, so it is not the touchpad. Since I am addicted to my
mouse (I hate laptops) I haven't tried disabling it and using just the
touchpad, but I will get a spare mouse--I should have one anyway--and
see if switching the mouse solves the problem permanently.
This sounds obvious, but, check Scroll Lock, Page Down and down arrow keys to make sure they're not stuck.
