If you are buying a new PC, it will come with an operating system (probably Vista) already on it.
Not necessarily. I just built a new PC with no OS on it. Some people, like you, are too stupid to learn how to build their own PCs and have to resort to Big Store USA and the crapware they throw on every PC they sell.

Just reinstall the programs you like the most and then copy your data to the new pc.
Or wipe the hard drive and install a real operating system like Ubuntu.
Only broke losers like you are forced to use that POS toy os.
I am not broke and I haven't lost anything. Course, we all know you have this problem that you think if someone has less money than you do or doesn't use Windows, they are inferior to you. It must be pretty lonely in Frank's World.
