Most reputable online dealers will not export software. Frys and Amazon being amongst them - check their details. I guess you could vacation in the USA and buy a copy, but you will find "Not For Export' marked on each and every copy, so you risk it being confiscated by Customs at your destination if you try.

Is there a group dealing with the pros and cons of each of these OS's?
The pricing of Win7, announced by Microsoft today, reveals that non-US buyers will be paying 100% more in most cases. What will prevent anyone importing their copy from the US?
