What has happened to my Task Manager?

This morning,I opened up the Task Manager and noticed that there are no
longer any options such as
Applications,Processes,Services,Performance,Networking,and Users(those
tabs are no longer available).
In addition File,Options,View,Windows,and Help at the top has
disappeared also.
Also,the minimize,maximize,and close out buttons have disappeared in
the upper right hand corner,so I can no longer minimize or close the
task manager window. However,when I switch to a different user,the task
manager window is normal and all those options are there.
I would perform a system restore to a date and time of last night at
11:00 pm or sometime yesterday,but I was having trouble with my internet
connection last night and yesterday and I'm afraid if I go back a day in
system restore,I will lose my internet connection again because Belkin
had me change some settings yesterday and last night that allowed me to
stay connected to the internet. Is there any way around using system
restore?
