No. But I did uninstall a program called TUT (The Ultimate Troubleshooter).

This little program by Nir Sofer may help:

It's a standalone exe, no install needed, and it lists all shell extensions (which you can enable\disable).
Maybe you have a rogue Explorer context-menu extension installed by some past software.
Good luck.
Any entry can be disabled or enabled by right-clicking it.
The idea is to disable non-Microsoft entries one by one to see
if that fixes your deleting problem.
(As you are unable to do a system resore there may be other problems apart from being
unable to delete files.)
So run ShellExView and first sort to the non-Microsoft entries by clicking on the ' Microsoft ' column.
I've got 13 non-Microsoft entries, ( NVidia, MalwareBytes, Adobe etc.) and they are
Context Menu, Property ***, Browser Helper Object etc.
Look at your entries especially the Context Menu items and see if there is anything
relating to TUT or other software you don't recognize or shouldn't be there.
Disable any suspect items and reboot and see if it fixes your problem.
You can undo any changes by re-enabling entries.
ShellExView will highlight any entries it deems suspicious (hidden files etc.)
If they are non-Microsoft then they can be disabled as part of your test.

Do the same until the problem is solved and finally identify the culprit.
