The average user should not install the release candidates for these service packs.
It is irresponsible of Microsoft (Microsoft irresponsible? Who would have thought?) to even allow downloading of these things to the public at large. Microsoft doesn't even pay attention to legitimate feed back from programmers and IT people, much less consumers, so there is no advantage to installing a service pack RC unless you want problems if and when the final version rolls out.
The public beta of Vista SP3/aka Windows 7 is a case in point: Microsoft makes no secret that except for some obvious bugs this code is set in stone and they don't give a rat's prostate gland emissions about public feedback. The public beta of Vista was released under the exact same circumstances and look at what a mess that was.
Microsoft never ever seems to learn anything from their fiascos. They are the George Bush of the software industry. Vista was their Iraq and Win 7 will be their surge. Yes, the surge made things less bad in Iraq and that will be the achievement of Vista SP3/Win 7.
