As the title says, that is the message that I get every single time I
try to uninstall pretty much anything. I am running Vista Premium which
came with the laptop I was bought for christmas a few years ago. I am
the only user on the computer and that means I am the administrator

Not neccesarily at all! You need to do Control panel-User Accounts and check that your user IS an administrator.

and I did no such thing. Can anyone suggest anything to help? Such as
altering the policies or whatever.
