Well, it would appear that the only security risk is that it has no
password and that given the lack of a password, anyone could access
the computer.
Since almost the entirety of what your cite deals with is XP, here's
an official MS article that recommends that one should NOT disable the
guest account:

Yeah, I do not think it is a security risk if you have set a password on
it (even 'guest' as the password would do), as anybody could access your
network shares otherwise if the Everybody group is used rather than
Authenticated Users. I use the Guest account myself, on my computers
(and that's a great endorsement if you need one!).
Then perhaps you could inform TechNet, the MS Baseline Security advisor,
and all the other links I posted that they are wrong?

Having any person able to access data on a corporate domain network is a
little bit different than home users on a small and easily managed home
network, where they can easily keep a track of share permissions, if they
know what they are doing.
