Which according to MS is a SECURITY RISK - why otherwise are the guest
accounts turned OFF by default?

Masses of stuff here (including TechNet) as to WHY it's a security risk.
Please Carey act like you know SOMETHING....

Well, it would appear that the only security risk is that it has no
password and that given the lack of a password, anyone could access
the computer.

Since almost the entirety of what your cite deals with is XP, here's
an official MS article that recommends that one should NOT disable the
guest account:

Yeah, I do not think it is a security risk if you have set a password on it (even 'guest' as the password would do), as anybody could access your network shares otherwise if the Everybody group is used rather than Authenticated Users. I use the Guest account myself, on my computers (and that's a great endorsement if you need one!).

Then perhaps you could inform TechNet, the MS Baseline Security advisor, and all the other links I posted that they are wrong?
