IE7 does not show download buttons.

Windows Vista Home Premium. 3GB RAM.
One of our computer club member's computer has a strange phenomenom going on. He was unable to access his bank account due to not having Java. I suggested that he go to www.java.com and download it. He couldn't. The Download button was not visible. My next suggestion was to go to www.mozilla.com and download Firefox. He said there is no download button. So I hop in my car and when I arived, he was absolutely right.
I installed Firefox 3 from my USB Flash drive and was able to access all that he couldn't from IE7. His bank account could be accessed from Firefox. Went back to IE7, and no dice.
From IE7, on the AOL site, he tried to play Video Poker on this page:http://games.aol.com/?icid=navbar_Games The message was that his system didn't meet the requirements. Clicking on Help, it said to make sure that Scripting was allowed in IE's security settings. It was. It would work on Firefox.
Any clue as to why this is happening?
