My guess would be you have some permissions error in the Registry:

OK. I tried the following:

First, I UNchecked "Lock the Taskbar"
Then I made the desired changes to the taskbar.

Shouldn't I then be able to RE-lock the Taskbar?

I did all of that, but on re-booting, the changes were lost.

Changes that I make to the toolbar at the bottom of the screen disappear the next time I boot up. Specifically, I add the Address window (by right clicking the toolbar, highlighting Toolbars, and checking Address). I also rearrange the order of some of the icons on the Quick Launch bar.

Next boot up, the Address window is gone, and the Quick Launch icons are back in the original order.

Suggestions?
