Video file won't die

I recently tried to delete a bunch of video files from my computer, and
there's one in particular that would not delete. Permissions aren't a
problem here. You can choose to delete the file or send it to the
recycle bin, but the task will never complete.
The "Recycling 1 item (174MB)" (or Deleting 1 item) window comes up,
the green bar does its scrolling thing, but it stays at (Discovered 0
items (0 bytes)) and never actually makes any progress. Trying to
delete the entire folder results in the same issue.
Trying to rename the file, or the folder that it's sitting in freezes
Windows Explorer (or whatever it's called these days. Actually, having
just tried to rename the folder, not only did it freeze, it froze hard.
the "This program is not responding" window, won't pop up. I can start
the task manager, but clicking "end task" does nothing. Task manager
doesn't freeze. Also, my Start Menu/Taskbar/System Tray is gone. That
part of my screen is now black.
What is going on here? How can I get rid of the file?
