gpedit.msc won't prompt

I was able to disable QoS bandwidth in Vista but I then I decided to
return to default. When I typed in *gpedit.msc* and pressed enter I was
asked to decide on which program to run it with. I was able to use the
download to regain the 20% resereved bandwidth but without the
*gpedit.msc* I won't be able to view the bandwidth reservation. I think
that Vista may be prompting me to choose a program everytime I click on
a known file format (such as mht, sfv etc...) and some icons seem to be
missing. Also, I rtied to post this thread on the tutorial for QoS
Bandwidth Reserve Limit but I wasn't able to because the thread was too
old.

On one hand, you could "time slice" the disk with some large quanta as we would do with a CPU to get some reasonably useful allocation for competing, streaming workloads. ...
