While it is restarting, press F8 at the 'black screen' right after the Bios screen, to select the 'Safe Mode With Command Prompt". Run the command in this article.

I have a toshiba satellite laptop that is stuck in a continuous loop with the
windows update screen. It says donot shut down while updating 3 of 3 then it
shuts down and restarts at the same update over and over again.
