Default Programs in Control Panel should show a list of programs in the 'set your default programs' link. If you choose another browser besides IE, like Firefox, the url association will change.

I am unable to change the program to open this kind of file ".url" I did a
google search, and found many answers but any one work for me, the option
still grayed out with a check mark.
