I was able to finally get in using ' w a d e b _ 2 1 '
(http://www.vistax64.com/members/wadeb_21.html) pstools method.

1.This is not @wadeb_21 method only my :p ->see posts 32-34
2.It is without meaning what you use :command prompt or psexec (above
posts) but the meaning is where is trouble with permissions.I think
there are many difference trouble with permissions in different points
with this same error.It could by also combined:some virus + permissions
either

First of all you should scan your computer if exist some viruses.I
suggest to use Kaspersky liveCD ->link you have in post 21 and short
describe posts 28-29

then you'll finish scan try this

1.Download file which I attached to post 27 unpack file aclfileN and
place on C:,then
make commands in cmd.exe:

* takeown /f C:\Windows
**icacls c:\windows /restore C:\aclfileN
*
You must obligatory use command "takeown" because only owners can
change permissions (the owner of C:\Windows is TrustedInstaller,psexec
there are unuseful) -> @wadeb_21 has already done in post 13 thus he
didn't in post 27
@wadeb_21 had no trouble in C:\Windows but maybe you have - I think you
should try this above - nothing to lose if you'll do it

2.If point 1 also fail ->download and place anywhere as you wish

By using task menager run it,wait at the moment,set filter" Result is
ACCESS DENIED " and save log as *.PML (PML file are comfortable to read
although are big).This log show for which folders or registry keys you
don't have enough permissions.If you'll have any trouble to diagnose you
can pack *.PML file (if you have x32 system) to *.zip and upload to
'Speedy Share - upload your files here' (http://www.speedyshare.com/)
(the file could be to big attache here) but if you have x64 system save
log as *.xml because I have x32 system and I can't read *.PML files
generated on x64 systems
