No start bar or desktop shortcuts showing but otherwise fine.

Just started up my laptop and after a scandisk I get to my log-on
screen. Cannot log on on my guest user, only the administrator.
when I log on I get the standard blue background and a mouse, nothing
else.
Ctrl+Alt+Del works as normal and taskmanager allows me to bring up
programs via a "new task" option so the computer seems to be workings as
usual apart from the icons?

Any help would be greatly apreciated thanks.
