In order for Windows Installer to finish its function with elevated
privileges, the file system and the all registry keys must allow SYSTEM
full control over these components to allow for installations to take

Use Process Monitor 'Process Monitor'
(http://technet.microsoft.com/en-us/sysinternals/bb896645.aspx)
and by using it diagnose trouble with uninstallig this program.When you
finish diagnose set filter to RESULT IS ACCESS DENIED and see what
Process Monitor show...
