I couldn't find this on Microsoft's site.
I think you may have to go into the registry editor ('regedit' to find out
where it loads or try's to load or run & delete the entry). I would
strongly suggest if you do this you run a backup first. Also you might
want to post a reply with any registry key you find before deleting it.

I did have a virus notification from both defender and avast and i had it
deleted by avast.

Google turns up no hits for the name, so I suspect that it's a random
name chosen by a virus or other malware. If that's the case, you
certainly do *not* want to download the file.
Did you recently remove a virus or other malware? If so, you may have
just the leftover entry looking for the file.
