It is not done through Windows Update. Here is the Direct link for that download for Vista x86 systems

Hi Peter,

I'm supposed to download that tool to fix my problem, but getting the
tool is done via Vista Updates, (as per tool instructions), and I CANNOT
get updates in the first place. Is that tool available on a CD? I would
gladly pay for it, if it would help me.
