As others have pointed out, there are third party solutions that will likely be easier to use.
To answer the question: For you to do this she will need to have XP Pro and install the IIS components, then provide you with a user account name and password (you cannot use an unpassworded account) as well as her external IP. If she is behind a router, she will need to set up port forwarding on 3389 to the systems internal IP. For the external IP, she can either obtain it from the router or a site like www.whatismyip.com Note that while you are logged in to her machine, she will not be able to use it or see what you are doing.

Am hoping to get some help to connect to my sisters pc to iron out some
