Need Administrator authority

Tech Tip: Click here to run a free scan for Windows Errors and optimize PC performance

I'm running Vista 64 bit Ultimate and I don't have sufficient privliges to
do the things I need on my system. For instance I can't edit
applicationHost.config file. I'm a member of the administrators group but
that is apparently not enough. How can I get the right authority?
Thanks,
Gary
