Anytime you attempt to perform an action or run an application that has the
ability to modify system files UAC requests permission to perform the
action as a means of protection and security.

All programs are designated as Signed, Digitally signed, Certified or the
provider (Publisher) meets Vista Logo standards.

"Uidentified Publisher" means the application/program does not meet any of
the above critera and you install at your "own risk" and is why UAC is
asking are you sure?

UAC can be "turned off" - not recommended to do so since it provides
"protective mode" for IE - with protective mode IE creates "virtual"
system/registry locations when you download and verifies no harm will be
done by whatever it is you downloaded.

Majority of malware/virus/spyware infect a computer via the desktop - notice
that when UAC prompt pops up that the desktop is "gray" UAC has locked the
desktop pending your decision.

I have this same problem when running a program. I asked this question
a couple of days ago and got no help. Using run as admin is no help
either. This must be a tough problem to solve as no one seems to know
the answer.
