That's not a Vista problem. That's a Web browser problem. The Web site is interrogating the Web browser to see if it has the ability to use cookies or that the use of the cookie feature of a browser is enabled.
Maybe, the settings for cookies for the Web browser are too low, and the site is determining that the browser doesn't have cookies enabled.
Or maybe, you got some 3rd party security suite like Norton or something else that's interfering with the use of cookies between the Web browser and the Web site.
