Hello JB,
That is not a default item listed in the "Send To" menu in Vista. Did
you mean the "Compressed (zipped) Folder" item instead? This tutorial
will show you how to restore all of the default "Send To" menu items.

If you meant the "Extract all files" toolbar button in Windows
Explorer, then this may help you.

If you are using a 3rd party ZIP program instead of the default one
that comes with Vista, then the extract option is only in the 3rd party
window settings when you open the ZIP file with the 3rd party program.
