What, the machine is behind a router?

It's that IPv4 IP you want to check when you start having trouble looking for the 169 IP or zeroes.

You may want the check the Gateway IP and the DNS IP that the machine is using, which is further down in the list of IPconfig information .

If a router is in play, then the router has an Admin screen showing what IP and Gateway and DNS IP(s) it's using. If a router is in play, then the router could be having troubles.

That's because the O/S using a DNS server on the network, ISP's network as
an example, cannot resolve http://www.google.com/ to the IP that belongs to
the site , and without the domain name being resolved to an IP, the machine
cannot access the site.

When the machine has the problem, go to the Command Prompt and enter
IPconfig /all and check the IP the machine is using. If the IP is zero or
starts with 169, then the machine has no valid IP that's going to allow it
to access the Internet. The 169 IP will be assigned if the NIC is configured
to obtain an IP automatically, when there is a failure to obtain or maintain
the IP while it's in use.

For all you know, the NIC could be failing.
