Alt-Tab switches between two windows only

Hi--
I am not able to get Alt-Tab to function propertly. It switches between two
windows only. If I press alt and tab once, the list of open windows flash for
a split second, and then I move to the last window I had worked on. If I keep
holding down Alt and then press tab continuously, it does not cycle through
all open windows. Rather, it starts navigating through the shortcuts of the
window/document document to which I switched. If the second window to which I
switch is internet explorer, every time I click tab, it would go through the
links. If the second document is an office document, the tab would navigate
me through various shortcuts.

Any suggestions on how to make it work such that clicking tab while pressing
alt would allow me to navigate through all open windows?
