I also used administrator status to key Regedit in Run,
but encountered the same disabled warning, and auto-restart.
Same thing when I tried regedit.exe in Run, as advised by Ramesh in the url
below.

Right now I have many USB peripherals which could in the past be detected by
XP, but not not detectable by Vista because Vista somehow sees the Folder as
Application (i.e. ~.exe). I need to access the Folder Options to display
extension and remove the non-sensical ~.exe extension. Even so, Vista seems
to make the Folder Options so inaccessible as compared to XP.
Please advise.

Ok, run regedit from the start/search line, go to these keys by expanding
the plus (+) signs:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions
HKEY_USER\DEFAULT\Software\Policies\Microsoft\Internet Explorer\Restrictions
Click on the "Restrictions" key, then look for a string called
nobrowseroptions in the right pane. Double click it and set the value data
to 0, it's likely set to 1.
