"bells and whistles", turn off visual effects, etc and to decrease Vista
system resources use for the same level as Windows XP? (not more than Win
XP) Without breaking main functionality and usability.
I.e. Vista must not use more system resources than Windows XP (CPU
resources, disk space usage)

So you bought a new laptop that isn't up to spec?
What's the problem with disk usage? HDDs are HUGE today. If you needed a
large HDD then why didn't you buy a laptop with a HUGE HDD? Sorry, you
obviously did no research before purchase.....
