Is it possible to set up the parental controls so hat a user is allowed to

an hour at a stretch anytime, but can't log on for an hour after that?

You could try just using an alarm clock. When it goes off, just pull the
power cord out of the machine. Exercise your parenting skills, don't let
the machine take over for you.
