Sort of. You have to have an OEM or Volume License for Vista Business or Vista Ultimate, and you can only downgrade to WinXP Pro, I believe. The Vista Home versions have no downgrade rights.

No, that's completely false. You have to have a valid retail WinXP Pro CD and Product Key. (Even if that Product Key is already in use elsewhere.)

like ie vista pro for XP pro??
No, it wouldn't be possible to downgrade an embedded OS at all, as that would entail replacing the semi-conductor chip(s) on which it resides.
