Can't figure out how Vista indexing feature works: help!

Using Windows Vista, I can't figure out how the indexing feature works from a logical standpoint.

When searching for programs, Vista has no problems finding the files. But, there is a problem with e-mails, at least on my system. When searching for e-mails, it seems that most Windows Mail e-mails are indexed when the e-mail arrives in the in-box, and all is well if the file stays there. However, if I move an e-mail to a topical folder that I have created (for example, an e-mail about Viruses) to the folder I have named to hold e-mails on that subject, when searching for the file, Vista usually says that it can't find the file, apparently because it is no longer in the folder Vista expected it to be in. Also, sometimes after clicking on the links, absolutely nothing happens! Finally, sometimes there is an small icon of a blank piece of paper that shows up when the file won't work to find the e-mail.

Dell Tech Support had me turn off (delete) the indexing and re-index, but I get much the same results. I suppose it could be something wrong with my system, or have others experienced these problems and found a fix?
