I am have 2 errors 1 is "Windows can't access the specified device, path, or file. You may not have the appropriate permissions to access the item."
And the 2end error is "C:\ is not accessible
Access is denied."
I got both errors on my account that is a admin.

This happens alot, not just on c:\ drive. The solution is to become the "owner". In Windows Explorer, right click on the drive or file you want to change. Select Properties. Select the Security tab. Click the Advanced button. Select the Owner tab. Click the Edit button. Where it says Change Owner To, select your user name. If you are not listed, click the Other Users or Groups button. Click Okay. Exit all dialog boxes and voila.
