I had the same problem. Here's what worked for me:
Log in as administrator. In -my computer-, right click on the external
drive, and choose -properties-, -security-, -advanced-. Then edit the
permission entry that covers users, or the specific user to whom you
want to give access, such that their permission type is -full control-.
