To my knowledge you cannot be able to dynamically link natively Visio to Project 2003 or 2007. You must be reeady to develop your own link using Visio API and MSProject API and an addin.
The robustness of 2003 solution or 2007 solution will be equivalent. But as 2007 versions exist and as you are building a new solution i recommend you to use 2007 version.

We are using MS Project2003 and 2007. At this time, the majority of our work
is in 2003. Management is wanting us to combine several Master.mpp files
together to create a Visio (2003) chart that will display milestones, summary
project timeline data, etc. They want to be able to dynamically link the
Visio chart to the underlying MS Project files for auto update.
What are some of your recommendations regarding Visio2003 and Visio2007 as
related to P2003/P2007? They are going to make a push to use Visio2003 ....
So, what am I in for here? How robust is the integration of P2003 and V2003?
