The drawing contains two lines and two circles. Convert the two lines to a
closed shape by adding lines at the end and using the Join command. Then
select this new shape with the two circles and use te Union command.

I tried your approach, but it seems that there may be a difference
between Visio 2000 and 2003. After trying your approach (the shape
did not seem to close by using the Join command--could not fill it), I
tried to use fragment (is that in 2003?), and that worked.
